Although it is up for debate whether or not the Honda record actually counts, the Honda RA106 used to set it was modified in many ways that would have prevented the Honda RA106 from participating in an actual Grand Prix.
The record-breaking RA106 engine was unrestricted in order to make as much power possible. To reduce drag, the normal rear wing was removed and replaced by a stabilizer fin. The regular race tires were replaced with special tires that are better suited to the terrain on which the car was being driven.

The Honda team broke the record by taking the Honda to Bonneville Salt Flats. This gave them a 12-mile straightaway to try the record. This top speed is possible under normal driving conditions with an F1 car designed for racing conditions.
However, top speed is not what determines which F1 car will be the fastest. Instead, cars are usually rated according to their average lap times. This is more relevant than actual racing success.
What makes F1 cars go so fast?
